Delegate Fast moves to amend the bill on page twenty-three, section seventeen, by adding a new subsection (d) to read as follows:

“(d)  Notwithstanding any other provision of this Code to the contrary, this Article shall only become effective upon and to the extent the sale, wholesale, distribution and prescribing of cannabis becomes approved by the Food and Drug Administration and placed on a prescribable schedule by the Drug Enforcement Administration.”
